I know others have changed their regret and I don't think I have any intention of doing so myself, but were I to abandon my regret entirely, is it possible to use my orbs (my share of the orbs, I honestly don't fully understand the concept) towards another person's regret? Sort of like paying for part of their bill.

That would mean the same as changing your regret — just that your regret would then be the same as theirs. The orb doesn't think the way we do, so abandoning your regret for someone else's would still be a change for the use of its power.

If I were to change my regret at a later date, would the orbs I am entitled to already roll over or would I need to start from scratch?

I believe they would, yes. You wouldn't have to start over.
